Tyrants planning on taking over a country do many things, such as gun bans, nationalization of privately owned businesses, and excessive taxation to make it difficult for future subjects to defend themselves.

They also try to wipe out Christianity.  They do this by outright persecution and slaughter, as is happening in many countries throughout the world, particularly in countries with majority Muslim populations.  They also do this by passing laws that infringe upon the practice of Christianity, while protecting atheism and even Druidism.
